CONFIG.SYS has been obsolete for years — it was part of DOS, a very old operating system Microsoft published.

Config.sys was a part of the DOS system. It was last used in Windows 95/98. Does not exist as part of Windows 7. The Config.sys held information about how your computer should boot. There is nothing in it that should be able to disable something on an Internet site.
